Collection Name: Clark County Economic Opportunity Board

Historical Overview

In 1964, Congress passed the Economic Opportunity Act, which was the legislative centerpiece of the Johnson Administration's War on Poverty Program. This legislation made millions of dollars of federal money available to state and local governmental bodies to use in social welfare, education, health, and community action programs. The Clark County Economic Opportunity Board CCEOB) was the legal body in the greater Las Vegas-Clark County Region for receiving and administering funds allocated under the Economic Opportunity Act.

The Clark County Economic Opportunity Board was incorporated under the laws of Nevada in 1964. It was recognized by the Clark County Commissioners and designated by the governor to be "the agency for Clark County to act as the county-wide planning and screening agency and as the applicant for monies available through the Economic Opportunity Act."

From 1965 until funds began to dry up in the early 1970's, the CCEOB disbursed funds to a variety of community action programs in Clark County and the greater Las Vegas area. These organizations included Head Start, Operation Independence, Migrant Education & Health, and the Youth Corps, among others. VISTA volunteers were also active participants in local community action programs. The CCEOB essentially provided monetary support to groups engaged in providing services and information to the poor and underprivileged in an effort to break the cycle of poverty. The CCEOB Collection documents local grassroots efforts to fight the War on Poverty during the peak of social legislation passed during the Great Society Years of the mid-sixties.

Scope and Content

The Clark County Economic Opportunity Board Collection concentrates on the years of 1965 to 1968 when federal funds were most plentiful. It is divided into two series: an Administrative Series and a Projects Series.

The Administrative Series includes minutes of board meetings, correspondence, budget & financial reports, personnel policies, job descriptions, committee reports, funding information, appointments, etc.

The Projects Series details the programs and organizations the CCEOB supported. Included within this series are the listings of the programs' officers, minutes from meetings as well as project applications and program descriptions.

The records in this collection have been received in several acquisitions from Harvey Dondero, former Chairman of the CCEOB. The major portion of the collection was received in 1968, with more added over the next several years. The collection number prior to processing (T-42) was changed to the permanent collection number MS-16.
