The majority of the information concentrates on 1969 and 1970, seen in correspondence and court cases. <bioghist encodinganalog="545"><head>Biographical Sketch/ Organizational History</head><p>Elmer R. Rusco received his academic training in Political Science.  He attended the University of Kansas, receiving his B.A. in 1951, and his M.A. in 1952.  He continued his schooling at the University of California, Berkeley, earning his Ph.D. in 1960. </p><p>Dr. Rusco taught Political Science as an Assistant Professor at Parsons College and at the University of Nevada, Reno from 1963.  In 1965, he joined the Bureau of Governmental Research at the University of Nevada, Reno, serving as the Assistant Director.  He became the Director of the Bureau in 1967.  </p><p>  

Dr. Rusco’s areas of specialization were:  Political Theory, American Politics, and Voting Behavior, writing  numerous  publications focusing on these topics.  He held memberships in:  Phi Beta Kappa, Phi Kappa Psi,  Pi Sigma Alpha, American Political Science Association, Western Political Science Association, and the American Association of University Professors.</p><p> His doctoral dissertation entitled, “Machine Politics, California Model: Arthur H. Samish and the Alcoholic Industry” won the annual award of Western Political Science Association for 1961.  He received a Grant from the Eagleton Institute of Politics in 1961, and from the Desert Research Institute, University of Nevada in 1964 and 1965.   </p><p> Other activities included Dr. Rusco’s Legislative Internship with the California Assembly, 1960-1961, membership on the University of Nevada Policy Committee on Academic Standards, 1964-1966, and membership on the Ad Hoc Executive Board of the Center for Western North American Studies.</p> </bioghist>
<scopecontent encodinganalog="520"><head>Scope and Content</head>
<p>The Elmer Rusco Collection covers the years of 1964-1972.  The majority of the information concentrates on 1969 and 1970, seen in correspondence and court cases.  The collection is divided into the following five series which were designated by Dr. Rusco: an Education Series, Fahey Series, Solutions Conference Series, Local 357 Series, and the Consent Decree Series.   

</p><p>The Education Series details Clark County School District programs, plans, and court cases concerned with integration from 1968 through 1972.  The Fahey Series contains  information on Welfare, Black Employment, Juvenile Delinquency, Race Relations, Poverty, and the Nevada Catholic Welfare Bureau.  Robert Fahey was the director of the Catholic Welfare Bureau’s Policy Action Leadership (PAL) as well as the assistant director of Catholic Community Welfare.  The Solutions Conference Series covers CCSD staff training which pertains to the Civil Rights Act of 1964.  This series was dated as 1967 by Dr. Rusco.  The Local 357 Series consists of news articles, notes, and correspondence regarding the Electrical Union.  Also included are five court cases dealing with discrimination against Blacks by the Union.  This series covers 1969-1972.  The Casino Consent Decree Series details the numbers of minorities working at the major hotels,  the positions they occupy, and correspondence regarding race relations.  Within this particular series, Dr. Rusco noted that he was writing a book  about race relations in Nevada which necessitated the compilation of the stated race relations information.</p><p>The records in this collection were received in a single acquisition [76-56] from Dr. Rusco on April 30, 1976.  Another Elmer Rusco Collection is housed at the Library of the University of Nevada, Reno, Special Collections Department.</p></scopecontent>
