B06020 Design Approach/Narrative: The Regional Justice Center echoes the traditional courthouse by providing an elevated glazed entrance plaza that projects a strong identity to the street. The design maximizes natural light in public and office spaces while maintaining the complex security and zoning requirements of a modern courthouse. The five-story base of the complex, which houses administrative areas, reflects a compatible building scale to the existing downtown fabric. Courtrooms and judges’ chambers are located in the 19-story tower, where public, staff and inmate circulation zones are carefully controlled. A typical Courthouse generally has only one point of entry for security purposes. However, to accommodate an unusually high traffic volume it was necessary to create two points of entry for the RJC. We designed a wide central public lobby that ran the entire length of the facility connecting the secure points of entry; we located elevators and escalators at the mid point between them. This allowed for moving people in and out of the building more quickly, and has enhanced public access to a high traffic public facility.
